漫画家・永井豪の代表作のひとつである『バイオレンス・ジャック』をアニメ化した初のOVA。キャラクターデザインは『装甲騎兵ボトムズ』などのアニメーター谷口守泰が手がけた。 　　隕石群の落下が引き金となって日本全土の地殻変動を誘発した結果、大地震が発生。地震で荒廃した日本は覇者スラムキングによって征服されつつあった。一方キングは、自らが宿敵と見定めた謎多き大男バイオレンス・ジャックの行方を追う。そんな中、キングの右腕であるハーレムボンバーは、自分の統治地域ハーレムオペラの郊外でジャックらしき大男が現われたという情報を得る。ジャックを狙って出撃するハーレムボンバーだったが。 　　本作は原作漫画の基本設定を踏襲しつつ、隕石が地震を誘発させたことなど、アニメ独自の要素を投入。物語もアニメオリジナルの内容で、ハーレムボンバーたちは本作用の新キャラクターだった。
